About Certificate of Need (CON) and Health Equity Impact Assessment (HEIA)
In New York State, certain healthcare projects require formal review and approval by the New York State Department of Health. This review may include a Certificate of Need (CON) application and, in specific instances, a Health Equity Impact Assessment (HEIA).
According to the New York State Department of Health, the HEIA process evaluates how a proposed project may impact access to care, service delivery, and health equity for individuals in the project’s service area. The assessment considers whether the project will help reduce health disparities and improve the experience of medically underserved populations. Wartburg engages an independent, third-party entity to conduct its HEIAs to ensure an objective, data-driven assessment. These reports also incorporate feedback from residents, families, caregivers, and local community organizations to ensure diverse perspectives are represented.

As part of Wartburg’s commitment to transparency, collaboration, and equitable care, we are making available the HEIA reports and CON filings submitted to the New York State Department of Health for our current and recent campus projects.
